About "How to resend the subscription email in Online Meter Billing"
When you include a customer in your online meter billing run for the first time, the recipient is sent a subscription email which contains a link to the Online Meter Billing secure site; from here, he or she can choose whether to accept future emails from you or reject them. So that you (and VCI) avoid accusations of spam (i.e., unsolicted email), the recipient must actively consent to receiving your emails. This also allows the IP address and the date and time of consent to be recorded.

If the recipient chooses not to make a decision, or declines and later changes his or her mind, he or she can click on the link in the original subscription email and make the choice. However, if the email has been deleted, then a new subscription email must be sent to give them the opportunity to provide their consent.

In order to send the recipient a new subscription email, go to your Online Meter Billing account (Admin | Configure meter billing | Email readings | Setup | Setup account) and click the Activate a customer button. Enter the recipient's email address and follow the instructions.

You can not manually set the recipient's preference, he or she must explicity provide his or her consent
